Elizabeth works with “covered entities” in the 340B Discount Drug Program. She helps her clients:

• negotiate and execute agreements with contract pharmacies, third-party administrators, and other vendors;
• design, implement, and audit compliance programs;
• oversee vendors;
• understand and influence guidance and regulations; and
• respond to audit findings.

Federal Grants

Elizabeth knows federal grant rules. She assists her clients in understanding:

• the Uniform Grants Guidance;
• allowable and unallowable grant expenditures;
• proper use and accounting of program income;
• restrictions on lobbying; and
• programmatic guidelines unique to their grant program.

The Anti-Kickback Statute and Civil Monetary Penalties Act

Elizabeth works with fraud and abuse laws. She ensures her clients:

• know the implications of providing support to patients;
• proceed cautiously when referring patients to other providers;
• properly structure programs to meet safe harbor and other exceptions;
• utilize the Advisory Opinion process at the Office of the Inspector General when appropriate; and
• stay apprised of policy and regulatory changes.
